Operation & Maintenance

WestConnex is Australia’s largest road infrastructure project. WestConnex is part of a broader government transport plan, which includes improved public transport such as Sydney Metro and light rail, and better road network connections to support Tomorrow’s Sydney.

Delivered in three stages, WestConnex will:

  • widen the M4 Motorway and extend it in underground tunnels between Homebush and Haberfield
  • double road capacity along the M5 East corridor with the New M5 tunnels running underground from St Peters to Kingsgrove
  • join them together via the M4-M5 Link tunnel to form a seamless traffic-light-free motorway
  • enable a connection to Sydney Airport and Port Botany via Sydney Gateway
  • provide a western bypass of the Sydney CBD
  • provide connections to the Western Harbour Tunnel and BeachesLink.

WestConnex will significantly reduce travel times for motorists in the Sydney area and deliver more than $AUD20 billion in economic benefits to the state of New South Wales (NSW).

Sydney Motorway Corporation (SMC) is delivering the project and has awarded the contract for the operation and maintenance of WestConnex to Fulton Hogan Egis O&M Pty Ltd (FHEO&M). Egis, through its Australian subsidiary Egis Projects Asia Pacific, and Fulton Hogan Construction each hold 50% of the shares in FHEO&M.

Project overview

WestConnex is being delivered in three stages and comprises six sub-projects:

Stage 1A - M4 Widening

(Parramatta to Homebush)

Widening the existing M4 Motorway from Parramatta to Homebush.

Stage 1B - M4 East

(Homebush to Haberfield)

Extending the M4 Motorway in tunnels between Homebush and Haberfield via Concord. Includes provision for the future connection to M4 – M5 Link.

Stage 2

New M5

(Beverly Hills to St Peters)

Duplicating the M5 East from King Georges Road in Beverly Hills with tunnels from Kingsgrove to a new interchange at St Peters.

The St Peters Interchange allows for connections to the Sydney Gateway. The New M5 tunnels include provision for a future connection to the proposed Southern Connector (part of Gateway to the South) and the M4 – M5 Link.

King Georges Road

Interchange Upgrade (Beverly Hills)

Upgrade of the King Georges Road Interchange between the newly widened M5 West and the M5 East at Beverly Hills, in preparation for the New M5.

Sydney Gateway

(St Peters to Sydney Airport and Port Botany)

A high-quality, high-capacity connection between the new St Peters Interchange and the Sydney Airport and Port Botany precinct.

Stage 3

M4 – M5 Link

(Haberfield to St Peters)

Tunnels connecting to the M4 East and New M5 via Rozelle and Camperdown. Includes ramps connecting to the St Peters Interchange and an interchange at Rozelle with provision for a future connection to the Western Harbour Tunnel and Beaches Link.

The contract term for stages 1 and 2 is 10 years. Operation and maintenance will start in 2019.

The contract comprises the operation and maintenance of the existing M5 East Motorway, which had been previously operated and maintained by Egis (as part of the BHEgis joint venture) from 2001 to 2011. M5 East is a 10km motorway with 4.5km of tunnels.

Our missions

FHEO&M will be responsible for the operation and maintenance of WestConnex, which includes:

  • Management of the traffic control rooms
  • Incident response
  • Traffic management
  • Inspections and preventative maintenance of civil, mechanical, electrical and fire safety assets and ITS
  • Corrective maintenance
  • Landscaping
  • Asset management
  • Management services (environment, quality, health & safety, reporting, etc.)

For the purpose of delivering high quality maintenance services, FHEO&M will establish an organisation of more than 100 staff.

During the pre-operations phase, FHEO&M is actively involved in the design review process, establishes stakeholder liaison protocols and develops the operations and maintenance systems, plans and procedures.
